Q&A

Council Member Morano asks where maternity and nursery services will go after Rikers

New York City Council · Oct 27, 2026 · starts 1:12:57 · 1 min 6 sec

Morano asks where maternity and nursery services will be located under the borough-based jail plan. Colon says they are slated for the Queens Detention Complex, with capacity around 450 while 482 women are currently in custody.

Frank Morano

I'll end with this.

Frank Morano

I have to ask about the city's plan to close Rikers Island because I think that's probably going to have ramifications across the board, including with respect to what we're talking about here.

Frank Morano

We're talking today about a population with very specialized needs, and we've discussed maternity care, mental health treatment, a nursery, coordination with Elmhurst Hospital.

Frank Morano

Under the borough-based jail plan, where exactly would the maternity and nursery services that are currently provided at the Rose M.

Frank Morano

Singer Center be located?

Nell Colon

As mentioned, right now it is slated for the Queens Detention Complex.

Nell Colon

So that is where we are building.

Frank Morano

But the capacity there would be, was it 482?

Nell Colon

We currently have 482 women in our care.

Nell Colon

It's approximately 450.

Frank Morano

Thanks very much.
