Chair Hudson questions DHS on Tillery Street shelter safety improvements

New York City Council · Oct 28, 2026 · starts 1:31:28 · 1 min 2 sec

Hudson cites Gothamist reporting on fights and Priority 1 incidents at Tillery. Fellini says incidents decreased 48% for P1s and 45% overall since BRC took over.

Crystal Hudson

I want to ask a few questions about

Crystal Hudson

The Tillery Street Women's Shelter, which is in my district.

Crystal Hudson

Recent reporting from Gothamist brought public attention to that shelter where there were at least 260 fights and disputes in 2024, which was a 72% increase from 2019.

Crystal Hudson

The report found that the number of Priority 1 serious incidents is more than twice the citywide average for single adult shelters.

Crystal Hudson

Do you believe that shelter safety conditions have changed since Bowery Residence Committee or BRC took over from the Institute for Community Living or ICL as the shelter operator earlier this year?

Christine Clarke

Thank you for the question.

Christine Clarke

We do.

Christine Clarke

Just numerically, the rate of incidents has decreased 48% since against calendar year 25 in P1s alone, 45% overall.

Christine Clarke

And I think what was...

Crystal Hudson

Sorry, 41% overall?

Christine Clarke

45% overall, sorry.

Crystal Hudson

45%.

Crystal Hudson

Yeah.

Crystal Hudson

Okay.
