Council Member Morano asks who signs off on paying facilities with violations

New York City Council · Oct 28, 2026 · starts 1:44:46 · 2 min 19 sec

Morano asks who signs off on continuing to pay for facilities with dozens of violations. Dalton says she is ultimately responsible and will ensure standards are met.

Frank Morano

When the city decides to continue paying for a facility with dozens of outstanding violations, who signs off on that decision?

Erin Dalton

I mean, ultimately, I'm responsible for the system and happy to be responsible for that system.

Erin Dalton

There's probably a more technical answer to exactly when that we actually we do that.

Erin Dalton

But as I said, with with more.

Erin Dalton

Visibility, which I'm glad to have had the opportunity to take a look at that information.

Erin Dalton

I'm going to go in and make sure that they are meeting our standards.

Frank Morano

One final question, if I may, Chair.

Frank Morano

And no doubt that you prefer the two-minute timer to the five-minute timer as well.

Frank Morano

But you report that serious violence inside shelters has been declining, which is great, very encouraging.

Frank Morano

I want to give DHS credit when the numbers show improvement.

Frank Morano

There's another question that's important to the people I represent.

Frank Morano

When you evaluate shelter safety,

Frank Morano

Do you measure only what happens inside the building, or do you also measure what happens in the surrounding community, in the surrounding blocks?

Erin Dalton

Yeah, thank you.

Erin Dalton

Again, I'm not 100% sure who was in the room at various points, but I mentioned earlier that I spent a good deal of time in preparing for this testimony to integrate all of the NYPD 911.

Erin Dalton

Data along with our incident reporting.

Erin Dalton

system complaint data, not just to look at what was happening inside the shelter system, but to look at the surrounding area, particularly as we open new shelters.

Erin Dalton

And so as soon, and I'm very anxious to do this, no matter what it says, it's important to know, as soon as we can get that data fully aligned so that we're certain it's accurate.

Erin Dalton

We'll do that analysis.

Erin Dalton

I had done it, but we just have some concerns about the way it's been integrated, and I can't be confident in the results.

Frank Morano

All right, but you'll get it to us when you can.

Erin Dalton

Yes, it's a really important analysis, and it has to be done with care.

Erin Dalton

And other people should check our work so that you can see it being independent as well.

Frank Morano

Thanks very much.

Christine Clarke

Thank you.
