Restler says FY25 report overstated ethnic media spending at 24%

New York City Council · Oct 28, 2026 · starts 0:46:30 · 1 min 3 sec

Restler says the FY25 report counted $31 million toward community media but $18 million was out of scope, so actual ethnic media spending was 24%, not 57%. He asks Sidahmed to review out-of-scope spending and accurately count in-scope ads.

Lincoln Restler

I do want to just call out the FY25 report that noted that a total of $31 million in advertising spending toward community and ethnic media, but $18 million of it was deemed out of scope.

Lincoln Restler

So our actual ethnic and community and media spending was 24%, not 57%, as that report had indicated.

Lincoln Restler

Kind of indicated.

Lincoln Restler

Have you done a review of what spending is being recorded is out of scope?

Lincoln Restler

And are you looking carefully at how to lift up the in scope spending so that we're appropriately and accurately counting the community and ethnic media ad spending that we're doing?

Mazen Sidahmed

Thanks for the question.

Mazen Sidahmed

I really appreciate your focus on this issue as well.

Mazen Sidahmed

I really do think that when I get the data and I'm able to really examine what different agencies have been spending, looking at that total amount will be really interesting to understand.

Mazen Sidahmed

And I would love to collaborate with council on how we're defining in scope and out of scope.

Mazen Sidahmed

It's something that publishers have mentioned to me as well.

Mazen Sidahmed

But yes, that is definitely something that I'll be highlighting in my report.
