Council Discourse is a static public record interface for NYC Council meetings.
The site is built around direct video links, meeting summaries, chapter summaries, and transcript timestamps. The current version uses two benchmark meetings while the ingestion and transcription pipeline is being evaluated.
The goal is practical access: make long public meetings easier to scan, cite, and watch without adding accounts, feeds, or backend services.
