Chair Lee Questions ACS on Contracting and Reimbursement Timelines

Chair Linda Lee asks about the average timeline for contract registration and invoice reimbursement to human services providers, and Commissioner Rebecca Jones Gaston highlights ACS's strong performance in contract registration.

It was more than that right the savings that we achieved was was at the target not at the target actually okay um and the total revenue takedown for FY27 is 29 million dollars 29 million okay and uh the second part of the question was just about whether any of the funding could be shifted to different programs and no okay okay um I'll probably have follow up later on that but moving on to contracting and procurement my favorite topic uh contracting is an issue across the board for a lot of city agencies as we know and um what is the average timeline for reimbursements to providers at ACS so the average processing time for um health and human service invoices is 7.7 days which is much lower than the average across the city for health and human services agencies which at a at the close of the year was um 17 7.7 days from this time they submit the invoice but then if there's questions about the invoicing and there's back and forth like is that how how long does that and this is not meaning the contracts are registered we we also lead we also lead agencies in in timely contract resent registration so we're very good there um we don't actually I I don't have a way to measure um if there's back and forth um in in terms of uh questions that might come up if something is submitted incorrectly and it has to be resubmitted or sent back to the provider.

Um, we don't have a way of measuring that.

If if there's some way to measure that, that'd be great, only because we've been hearing, and I say this also as someone that used to contract with DYCD, DIFTA, um, DOHMH, and a lot of other city agencies, but I know that the the timeline it takes usually for the reimbursement once you submit the voucher is usually a bit longer.

So um just wanted to know if if you have any information or on that, that would be great.

Not to brag, but ACS is really good at this.

That's why I'm skeptical a little bit because from my our nonprofit background, it takes a lot longer.

We want to know why other agencies aren't going to be.

Um, and how has ACS dealt with and responded to challenges related to um if there are any contracting issues or procurement issues on the process?

Um, and what are major concerns or areas of concerns for providers in terms of the contracting process?

Have you heard of any and gotten feedback?

My understanding is that we have close to 100%, if not 100% of all of our contracts registered on time on the human service side.

So I don't think we've been hearing those types of things.

Okay, so then once it gets awarded, Schedule C comes out and the contracts get procured, usually in a couple months, it's usually registered with ACS.
