Chair Stevens Questions School-Based Appeal Process and Capacity
Chair Althea Stevens asks about the appeal process for school-based providers and how DYCD is working to address the 12 schools that did not receive any viable proposals.
So I have a couple of questions about the appeal process for the school-based providers.
Um that um is the appeal process the same for the school-based providers?
Um that they may um, if they were not deemed viable, do the is it still 10 days as well for them as well?
Yes, so anyone that was not selected for an award, whether center base or school base has the right to appeal.
And it's the same process as well.
Did and was there an extension for them as well?
Well, for center base, there wasn't an extension for the school base.
We gave the extension of the volume.
And a question, even around the contracts.
Has every contract been awarded already?
So for school base, the majority of the contracts were awarded.
There were 12 schools right now that currently were not awarded that we're working on on getting uh what is that process look like and why weren't they awarded?
So, with that within that competition, there was either no viable proposal or no one was submitted uh proposal for that particular school.
So we're right now in conversations to finalize the plan for the 12th.
And so, what does that plan look like and how is that gonna work?
Is that is it gonna go out to procure is it gonna go back out to procurement?
Are we looking at some of the providers that are already in the pool?
I'm just trying to get an understanding of like how do we then like what is the mitigation for that looks like?
It's still under review for consideration because our ultimate priority is to ensure that services are happening for the fall, we want to make sure that there's no laps, so we are looking to see what's the best interest of the city to get services started in the fall.
Yeah, because I I just want to go on record for saying there was a lot of providers who got multiple contracts, and so if they are the people getting additional contracts, I'm going to be upset because I think capacity is one of the things that you know we know that, and I we know that a lot of these folks will say they have the capacity, then when it's time to produce, it starts to get warded down.
So I want us to really look at some of these groups who might not have like been able to get awarded because there was a lot of competition in certain areas and things like that to kind of like mitigate that, but thinking about capacity and being able to trying to keep some of these providers whole should and I would like to see that be a priority.
