Hi.

My name is Eddie Mark.

I am the district manager for CB13 down here in Coney Island, Brighton Beach, Seagate, and Gravesend.

I'm going to read my testimony to the members here.

So to the members of the committee and New York City Council member at large, thank you for the opportunity to submit this testimony in reference to Intro

501, a local law amend to the New York City Charter in relation to the term of the employment for district manager.

This bill will limit the term of community board district manager.

To four years with the possibility of reappointment and provide a borough president with the power to remove district managers at will.

With this magnitude of projects and situation that takes place within a community board, it stands to reason that a four-year term isn't sufficient time for a district manager to grasp the needs and issues

of a diverse community.

Community boards are now and have always been independent, non-mayor city agencies.

They are advisory bodies on proposed

permit, event, and applications and overriding responsibilities of a community is to be a mediator between the community and the city agencies.

The community board independence must be preserved and the board's

function must be supported with a budget that works with inflation and with all city agencies and elected officials.

The idea that an elected official, the mayor or the mayoral president, can fire the staff of an independent city agency for no reason is without precedent

and against all regulations of the city charter.

This proposal must be withdrawn entirely.
