Chair Louis on modifications to maximize affordable housing and open space

New York City Council · Jun 25, 2026 · starts 0:17:27 · 1 min 22 sec

Louis explains changes to the special permit drawings to increase affordable apartments, modifications to the waterfront publicly accessible area waiver, and notes Council Member Restler's support.

Farah N. Louis

In order to maximize both the affordable housing on this publicly owned site and the amount of open space, we are recommending the following modifications.

Farah N. Louis

Changes to the special permit drawing for the large-scale general development, which will allow the developer to increase the number of affordable apartments provided.

Farah N. Louis

This is achieved in several ways.

Farah N. Louis

By converting previously proposed commercial space to residential space, by reallocating some of the space previously allocated to the museum to more housing,

Farah N. Louis

by extending the development site to include all the MTA-controlled land, and by providing additional height to the East Building.

Farah N. Louis

Stand at ease.

Farah N. Louis

We are also modifying the waiver granted to decrease the width of a portion of the required waterfront publicly accessible area, which will maximize the amount of public open space on the site.

Farah N. Louis

Councilmember Ressler supports this application as modified, and I recognize Councilmember Ressler for remarks.
