Chair Louis questions parking provision beyond zoning requirements

New York City Council · Jul 1, 2026 · starts 0:57:45 · 54 sec

Chair Louis asks about providing more parking than required and what guarantees can ensure the additional parking will be built. Jarboe confirms 19 spaces are proposed where zero are required under City of Yes transit zone rules, and the community desperately wants off-street parking. He suggests memorializing the parking commitment could be discussed further.

Farah N. Louis

Thank you so much for your testimony.

Farah N. Louis

I have a few questions about this proposal.

Farah N. Louis

Can you confirm that your proposal has more parking spaces than is required by zoning?

Farah N. Louis

And if so, what guarantees can you provide to ensure you will provide additional parking, which is needed in this neighborhood?

Justin Jarboe

So at this time, we propose 19 parking spaces.

Justin Jarboe

Under the recently enacted City of Yes regulations, this area is in a newly defined transit zone, so no parking is required based on the unit mix that we're proposing.

Justin Jarboe

So that's 19 more than would be required.

Justin Jarboe

I know it's in the builder's interest to provide parking in this neighborhood.

Justin Jarboe

That's one of the main issues we heard throughout this process, that the community desperately wants to see off-street parking.

Justin Jarboe

In terms of ensuring that those parking spaces could be there, that's something we could discuss further about memorializing that in some way.

Farah N. Louis

Thank you.
