Brewer asks how DOHMH and NYPD communicate on enforcement, and whether the administration has studied other cities' worker transition programs. Ortiz describes a joint task force; neither agency has studied other cities' programs yet.

A couple of questions.

One is just in terms of how does Health Department and NYPD, how do they communicate?

You said that when there is a situation where the Health Department has perhaps given some summonses,

But the NYPD does the actual violations depending on the situation.

How does that communication take place?

We are in regular communication with NYPD, particularly on days like today and yesterday where we know we're most likely going to reach those weather thresholds, those

temperature and humidity thresholds.

So it is routine.

What I meant to say about the summons is that we are not necessarily at the hack stands at the time that those suspensions occur.

So in order to provide the chair with full information about violations, I wanted to be able to get that, to talk to NYPD first.

Okay, so you're basically back and forth with email situations.

Corinne Schiff

Emails, phone calls.

Corinne Schiff

You know, not only during the business day, off hours, weekends, it is a regular communication.

Gale A. Brewer

I would just add to the processes of having this joint task force that we've had centralized in Central Park, the CDP has also facilitated trainings that we provide Central Park Command.

And Parks Enforcement.

As well on what issues they need to look out for as they conduct their on-street or in-park enforcement.

Other cities, in the briefing paper, it talks about Philly and other places.

My issue is workers.

Gale A. Brewer

In some cases, they've had job fairs.

Gale A. Brewer

They're much smaller numbers.

Gale A. Brewer

I think it were 10 people who actually, or Chicago was even fewer.

But have you looked to see what worker programs have been effective in other cities, or they're too small to even consider?

Gale A. Brewer

Because you have obviously many more.

Carlos Ortiz

Thus far, the CUP has not looked into other worker programs.

Carlos Ortiz

I know we've had initial conversations with our colleagues, such as at the Mayor's Office of Talent Workforce Development, that will have feedback on how to build a sustainable program.

But I think if there's lessons to be learned from other municipalities about how they transitioned out, we are certainly open to taking that feedback.

I mean, obviously the briefing paper had some.

Gale A. Brewer

You could get the same, but there were some ideas there.

I've been on this bill.

Gale A. Brewer

I've been the city council 2002, a long time.

Gale A. Brewer

And I've been on this bill except when there was an electric car.

Gale A. Brewer

I am absolutely opposed to any car more in Central Park.

Gale A. Brewer

I'm the author of the bill to get them out.

Gale A. Brewer

So I want to make sure that the administration is not talking about electric cars or anything like it in terms of this discussion.

I, thus far, have had no conversations on my end related to electric cars.
