Gennaro presses administration for enforcement data supporting ban

New York City Council · Jul 15, 2026 · starts 0:42:27 · 3 min 24 sec

Gennaro presses the administration for enforcement data and facts supporting the ban, noting their testimony lacked specific violation counts. Ortiz gives a general response about regulatory efforts; Gennaro expresses frustration at the lack of specifics.

James F. Gennaro

In terms of...

James F. Gennaro

In terms of what the health department and the mountain unit that's out there,

James F. Gennaro

what are the levels of tickets and violations for

James F. Gennaro

safety and also and I also will note that

James F. Gennaro

You know, after, you know, incidents have happened, I noticed that there have not been, I don't think there have been violations issued to drivers, meaning that

James F. Gennaro

the people, that would be you, who are in charge of this kind of thing, thought that it was explainable or something.

James F. Gennaro

And so I'm trying to find out how you come here today to support the elimination of the industry just because the mayor thinks so.

James F. Gennaro

But what I'm looking for here are actual facts because you are the oversight thing and it was nothing in your testimony that said, I'm sure that if you had actual

James F. Gennaro

data, facts, violations, episodes, or whatever, you would have made mention of them in your testimony.

James F. Gennaro

You did not.

James F. Gennaro

Can you explain that?

Carlos Ortiz

Thank you for the question, Councilmember.

Carlos Ortiz

I think I would like to take a step back in a sense and answer the question.

James F. Gennaro

No, I want you to answer the question.

Carlos Ortiz

Well, I would like to recognize that I think this issue around horse-drawn carriages in Central Park has been an ongoing discourse for many administrations now.

James F. Gennaro

It doesn't matter whether it's a discourse.

James F. Gennaro

We're based, like we're doing things based on facts.

James F. Gennaro

Thank you.

James F. Gennaro

And if you had information that supports the elimination of the industry, you would have put it in your statement.

James F. Gennaro

You did not.

James F. Gennaro

The bell rang.

James F. Gennaro

I yield.

Carlos Ortiz

I think...

James F. Gennaro

No, no, no, no.

James F. Gennaro

I would like to...

James F. Gennaro

No, I am...

James F. Gennaro

I get to ask the questions.

James F. Gennaro

I, you know, close with a statement.

James F. Gennaro

You don't get to say anything now.

Carlos Ortiz

Thank you, Council Member Roll.

Carlos Ortiz

I intend to comment that...

Carlos Ortiz

I didn't ask for comments.

Carlos Ortiz

I asked for facts.

Carlos Ortiz

To echo my colleague's testimony that the administration supports a winding down this industry.

Carlos Ortiz

We recognize...

James F. Gennaro

That's your full statement.

James F. Gennaro

That's all you have is that the mayor wants it.

James F. Gennaro

I like to operate based on fact and what you guys have done to enforce and recommendations that you might have made to make it safe.

James F. Gennaro

I didn't hear any of that in the testimony, and there's no dancing that's going to get you out of that.

Carlos Ortiz

I think we have done significant efforts in the city over the many years to try to improve regulations around this industry, whether that is limitations around where these carriages can operate, how many carriages can operate.

Carlos Ortiz

How many horses are licensed?

Carlos Ortiz

We have all engaged in robust efforts to try and bring additional actionable summonses.

Carlos Ortiz

We have worked with industry across multiple administrations to try and address what's happening.

Carlos Ortiz

The reality is that it's not working.

James F. Gennaro

Madam Chair, he's not being responsive, and he's just, you know, he's just.

James F. Gennaro

I'm not looking for a word salad here.

James F. Gennaro

I'm looking for answers which I didn't get.

Lynn C. Schulman

Council member, your time is up.

Lynn C. Schulman

And you answered the question, yes?

Carlos Ortiz

Yes, Chair, thank you.

Lynn C. Schulman

Okay, thank you.

Lynn C. Schulman

Councilman, I'm sorry, Speakerman and...
