Council Member Encarnación questions applicant on community engagement

New York City Council · Jul 21, 2026 · starts 0:51:16 · 1 min 50 sec

Encarnación notes the building looks out of character and the community board was not in favor, asking about direct neighborhood engagement beyond community board meetings. St. Jacques says they only engaged through the ULURP process and community board hearings. Andrew Esposito adds he has independent relationships with CB4 members from prior projects and has had conversations about height concerns.

Elsie Encarnación

Thank you.

Elsie Encarnación

Hello.

Elsie Encarnación

So I agree.

Elsie Encarnación

I think it, seeing that it looks very out of character for what the neighborhood currently looks like now, and the fact that the community board has

Elsie Encarnación

not necessarily been in favor of this.

Elsie Encarnación

Can you outline some of the community engagement you've had with some of the local neighbors there?

Elsie Encarnación

If there's been any opportunities to meet with them, to talk them through what are their needs, what would they like to see out of the project outside of the community board meetings?

Frank St. Jacques

Outside of the community board meetings, no, we availed ourselves to the Euler process.

Frank St. Jacques

We met several times with the land use committee and then had hearings with the land use committee and the full community board.

Elsie Encarnación

So no, with the direct neighborhood.

Frank St. Jacques

No outside engagement.

Frank St. Jacques

I think, you know, Andrew has a relationship with some of the council members and, you know, has spoken to them about specific or sorry, excuse me, the community board members and, you know, had some offline conversation, but not any real direct engagement with the community.

Andrew Esposito

So I do have an independent relationship with some of the members of Community Board 4.

Andrew Esposito

We've had some very spirited, I wouldn't even call them debates, conversations stemming from an earlier project at 7801 Queens Boulevard, where we worked with...

Andrew Esposito

Councilmember Krishnan's office, in addition to CB4, and we've been able to achieve some creative results that I think they're relatively pleased with.

Andrew Esposito

So we have had, Frank, even to the extent you may not be privy to, conversations about how to, you know, certainly hear them, work with them.

Andrew Esposito

Height has been a significant component.

Andrew Esposito

So I can tell you that for what that's worth to add, Councilmember.

Farah N. Louis

Thank you.

Farah N. Louis

I'm going to kick it back.

Farah N. Louis

Oh, you have another one?

Farah N. Louis

I'm done.

Farah N. Louis

I'm going to kick it back to Thomas Henry.
