Q&A

Thomas-Henry questions applicant on sustainability features and building height concerns

New York City Council · Jul 21, 2026 · starts 0:50:03 · 1 min 14 sec

Thomas-Henry confirms the building is all-electric; St. Jacques notes sustainability and resiliency features and no objection to the borough president's conditions for pervious pavement, bioswales, and rain gardens. Thomas-Henry raises concerns about the building being twice the height of anything in the district; St. Jacques says they've explored design changes to lower the height and will share them.

Shanel Thomas-Henry

And then last, I did see it is an all-electric building.

Shanel Thomas-Henry

Is that correct?

Frank St. Jacques

That's correct.

Frank St. Jacques

And so, you know, along those lines, the building will have a number of sustainability features as well as resiliency features built in.

Frank St. Jacques

So we have no objection to the borough president's condition to incorporate pervious payment, bioswales, and rain gardens.

Frank St. Jacques

We understand that DOT has some new programs relating to bioswales and rain gardens and tree pits.

Frank St. Jacques

So we're happy to look into that as well.

Shanel Thomas-Henry

Definitely, because we've had quite a few flooding issues, so that would be greatly appreciated.

Shanel Thomas-Henry

And last but not least, and we've discussed this, I do have concerns over the height.

Shanel Thomas-Henry

This literally would be the tallest thing in this part of the district by twice the size.

Frank St. Jacques

We understand, Councilmember, and we have looked into some potential design changes that would lower the height.

Frank St. Jacques

We're happy to share those with you moving forward.

Shanel Thomas-Henry

I appreciate it, and I appreciate for your constant communication and working with my office on this project.

Shanel Thomas-Henry

Thank you.

Frank St. Jacques

Thank you.

Frank St. Jacques

Appreciate it.
