Narcisse discusses early outreach and constituent exemption case

New York City Council · Aug 11, 2026 · starts 0:42:41 · 3 min 7 sec

Narcisse praises DOF's relationship with her office, asks about helping people pay from the start rather than waiting for amnesty, and raises a constituent case of a disabled homeowner whose exemption renewal was allegedly lost. Lee offers to look into the case offline through the tax exemptions unit.

Shaun Abreu

Councilmember Narcisse?

Mercedes Narcisse

Commissioner again, Commissioner Lee.

Mercedes Narcisse

Thank you.

Mercedes Narcisse

And I have to start by saying thank you.

Mercedes Narcisse

We have great relationship in my office.

Mercedes Narcisse

Your agency been coming and I appreciate that.

Mercedes Narcisse

So I'm not against amnesty.

Mercedes Narcisse

As a business person, I love the idea, but I'm thinking.

Mercedes Narcisse

Bye.

Mercedes Narcisse

How we can help folks to pay the bills from the get-go instead of reaching to a point where we have so much money out and then we're trying to hire people, we're trying to get the money, and it's great.

Mercedes Narcisse

So what really inspired the whole process for us to have that bill in front of us?

Richard Lee

Well, so one of the things that we are actually trying to improve is the outreach at the get-go, right?

Richard Lee

Instead of waiting, let's say, X amount of weeks, days, weeks, months, we're trying to increase the

Richard Lee

outreach into the respondents at a very early stage because in the past, it's found that once we reach out to them on the early stages, then they're

Richard Lee

more highly likely to actually address their violation because it's still very fresh.

Richard Lee

So, you know, that is one of the things that we are going to improve over the next couple of years.

Richard Lee

That's actually one very specific thing we're doing.

Mercedes Narcisse

I love it because once the person, oh, that's the time to catch them and make a deal with them.

Mercedes Narcisse

I don't like to use that word, but make an arrangement with them.

Mercedes Narcisse

And so they can pay the bill.

Richard Lee

Yeah, and that is a change that we are putting in.

Mercedes Narcisse

Yeah, I'm all for that.

Mercedes Narcisse

And I'm hoping that we can come to a point, too, for those folks that are driving in our street to be paying their tickets.

Mercedes Narcisse

And some of them are plates that I cannot even read myself.

Mercedes Narcisse

They're missing numbers.

Mercedes Narcisse

But that's another story.

Mercedes Narcisse

We should have that conversation because it's ridiculous.

Mercedes Narcisse

Separate from this bill.

Mercedes Narcisse

And elderly homeowners, I'm taking it to my district, sorry.

Mercedes Narcisse

I mean, in my district, mailed his disabled homeowners exemption renewal in March.

Mercedes Narcisse

DOF says he was never received.

Mercedes Narcisse

We have proof of mailing.

Mercedes Narcisse

DOF says it is waiting on the tax commission.

Mercedes Narcisse

What is the process for restoring his exemption for 2026, 2027?

Mercedes Narcisse

Because he really in need for it.

Mercedes Narcisse

What can my office do?

Richard Lee

Yeah, so we're happy to talk offline if you give me the constituent's information.

Richard Lee

It goes through our tax exemptions unit.

Richard Lee

And so if you give us this information, we're happy to kind of go back and see what communication, you know, our tax exemption unit should be in conversation.

Richard Lee

And I think what's happening is they're trying to challenge the initial judgment from the exemptions, which is what the tax commission is for, right, is to appeal DOF decisions.

Richard Lee

So we're happy to take a look offline if you give us the constituent information.

Mercedes Narcisse

Thank you.

Mercedes Narcisse

Being a nurse, you know, whenever I have disabled folks and I have a few questions, I'm not going to keep it because I know chair want to finish the time.

Mercedes Narcisse

My time is up.

Mercedes Narcisse

Thank you so much.

Richard Lee

Thank you.
