Chair Ung Q&A: Garcia on land bank powers and policy goals
Ung asks about powers conferred on land banks by New York State. Garcia discusses the flexibility land banks provide for holding and reusing properties while taking community concerns into account.
New York State confers a number of powers upon the land banks.
What is your understanding of what the powers a land bank generally are, and can you describe how you think they'll be used further, the policy goals of a land bank?
My understanding is that once you get the approval from the state, again, that there's a lot more
flexibility with the land banks, a lot more options, and the options for this process to be
designed, again, with holding properties in the bank, but also with a plan to possibly reuse properties in different ways and taking into account community concerns.
Thank you.
