Public: Frank Clark (NY Building Congress) supports Mangin
Clark, representing 500+ organizations and 250,000 tradespeople, supports Mangin as having the qualifications and judgment BSA demands. He emphasizes Mangin's legal background, land use expertise, and practical understanding of how decisions affect real projects and communities at a moment when the city needs faster housing production.
Good afternoon and thank you Deputy Speaker Williams, Chair Ong, Deputy Leader Banks, Councilmember Brewer and other members of the Council for the opportunity to testify today.
My name is Frank Clark, Chief of Staff of the New York Building Congress.
New York Building Congress represents over 500 constituent organizations and 250,000 tradespeople dedicated to the growth and prosperity of New York City's built environment.
I'm here today to express our strong support for the nomination of John Mangin to chair the Board of Standards and Appeals.
Mr.
Mangin brings the qualifications and judgment this role demands at a moment when the city urgently needs the board to help advance housing production.
Excuse me.
As a board whose mandate does not include policymaking or the exercise of broad discretion, the BSA needs a leader who will apply the law carefully, fairly, and without delay.
That's exactly what Mr.
Mangeman brings to the table.
His background as an attorney and his deep experience in land use gives him the tools to handle technical applications with rigor, and his years as a public servant speak to a genuine respect for the institutions he'll be leading.
His experience navigating both the public and private sectors give him a practical understanding of how land use decisions affect real projects and real communities,
an understanding that will serve the BSA well as it takes on new responsibilities under the charter revisions.
At a moment when the city is asking its institution to move faster without sacrificing
Safety, that kind of grounded, hands-on experience is exactly what's needed.
Addressing the housing crisis requires increasing housing supply, including affordable housing, and Mr.
Mangin's experience will help the BSA meet its responsibilities in that effort.
As the Council exercises its advice and consent role on this nomination, the Building Congress strongly urges you to approve John Mangin's appointment.
Thank you for your consideration.
Thank you.
Thank you.
Thank you for your testimony.
Your excuse.
I'm going to call the next panel of the next, yes, panel.
Carl Weissbrod, Dan Miller, Jason Cohn, and Brandon Chenney.
