Public: Carl Weisbrod strongly supports Mangin as essential to MIH creation
Weisbrod, former DCP chair who hired Mangin in 2014, calls it one of his best decisions. He credits Mangin as the intellectual brainchild behind Mandatory Inclusionary Housing and essential to the East New York rezoning. He describes Mangin as brilliant, collaborative, judicious, and open-minded.
Good afternoon.
My name is Carl Weisbrad.
I am a senior advisor at HRNA Advisors, but I'm testifying this afternoon in my individual capacity,
not as a representative of HRNA, but in strong support of John Mangin's nomination to serve as the chair of the New York City Board of Standards and Appeals.
In 2014, when I was the chair of the City Planning Commission and director of the Department of City Planning, I hired John to come work for the department.
It was one of the best decisions, but also one of the easiest decisions I made during my tenure at City Planning.
John was and is obviously a brilliant lawyer.
But beyond that, when I interviewed him, it was clear that he was deeply committed to affordability.
housing and to those many millions of low-income people who have been excluded from safe, habitable, affordable housing.
My highest priority initially at City Planning was to fashion a zoning regimen for mandatory inclusionary housing.
John Mangin quickly became the intellectual brainchild and a collaborative team leader that enabled MIH to be fashioned and adopted by the City Council.
Indeed, although establishing MIH was certainly a team effort, if one person can be said to have been essential to it, it's John Mangin.
Today, all of us can be justly proud of the decade-long experience of New York City's deployment of MIH, which has been a model for the nation.
John's positive impact on New York City's affordable housing has gone well beyond mere enactment of MIH.
The first deployment of the program was the rezoning of East New York in 2016.
John was essential in fashioning that rezoning, and its success is apparent.
I will just say John Manchin has the intellectual depth and rigor, but at the same time he is collaborative, judicious, and open-minded.
At the BSA, all of John's broad and considerable talents will come into play.
It is hard for me to think of anyone more qualified to take...
