Q&A

Ariola questions Motorola's responsibility and absence from hearing

New York City Council · Sep 9, 2026 · starts 1:16:21 · 46 sec

Ariola notes the mayor attributed the disruption to Motorola's software update and asks whether Motorola should be present to explain. Gelobter says until the root cause analysis is complete, they don't know who needs to be in the room. Ariola asks if the maintenance was routine, scheduled, and approved—Gelobter and Barbera confirm it was.

Joann Ariola

So wouldn't it have been good to have Motorola be here to explain why they had that disconnect?

Lisa Gelobter

I think, thank you for the question, I think that until we actually have done a thorough and thoughtful analysis and we understand all of the contributing factors,

Lisa Gelobter

that is when we will start to figure out what needs to be remediated and what needs to be fixed going forward.

Joann Ariola

Right, and you said it was a routine maintenance update, right?

Joann Ariola

And you had, okay, so it was scheduled months before, and OTI was informed in advance, and the NYPD and FDNY were not in advance notified, but then notified you that it had broken down.
