Ariola questions NYT report on outage notification responses

New York City Council · Sep 9, 2026 · starts 1:17:07 · 1 min 7 sec

Ariola cites a New York Times report at 9:24 a.m. that stated no impact to 911. Gelobter clarifies that at 9:24 a.m. the notification was about alarm calls being impacted, and they didn't learn 911 calls were affected until later. A second notification between 10:20 and 11 a.m. confirmed alarm issues resolved and no 911 impact at that point.

Lisa Gelobter

I can't.

Lisa Gelobter

DC Barbara, do you know?

Robert Barbera

I'm sorry, is the question, can you repeat the question?

Joann Ariola

No, what I'm saying is, I was going over what you said.

Joann Ariola

You said that the maintenance was routine.

Joann Ariola

You knew months in advance.

Joann Ariola

It was scheduled.

Joann Ariola

It was approved.

Joann Ariola

And, but,

Joann Ariola

The FDNY and NYPD were not notified in advance, and the only time you knew that there was a breakdown was when NYPD notified you.

Lisa Gelobter

Sorry, so there was a notification that went out to the CAV, the Change Advisory Board, which FD and PD are part of.

Lisa Gelobter

Again, it was given out as a low risk evaluated, and that, so there was notification, but it did not require a level of approval.

Joann Ariola

So the New York Times reported at 924 that there was an outage notification and later at 11 a.m.

Joann Ariola

An outage.

Joann Ariola

And the response that they got was that there was no impact to 911.
