Q&A

Riley questions current backup systems and interim measures

New York City Council · Sep 9, 2026 · starts 2:11:59 · 1 min 18 sec

Riley asks what backup systems exist if this happens again. Gelobter describes the fully redundant PSAC 1 and PSAC 2 architecture, additional redundancies she can't detail for security reasons, and interim measures including daily change management calls, deployment freeze, hourly manual call recording sampling, and PD call taker training on escalation.

Lisa Gelobter

So today, so there's PSAC 1 and PSAC 2, which are fully redundant systems.

Lisa Gelobter

Each one has the capacity to manage individually every single emergency services call that might come in over the course of the day.

Lisa Gelobter

So that's in place.

Lisa Gelobter

There are additional redundancies within the architecture that are set up that I can't get into too much of the details for due to security concerns.

Lisa Gelobter

But I will say additionally, we have put remediations into place at the moment, which includes things like daily change management calls to understand what needs to go out.

Lisa Gelobter

We are in this freeze state.

Lisa Gelobter

We are also doing monitoring of recordings on a manual basis, on an hourly basis.

Lisa Gelobter

So today, and we've also been training with the PD call takers to try to make sure that the escalation process for these, something similar like a dead air call, is escalated and

Lisa Gelobter

investigated and remediated as well.

Kevin C. Riley

Thank you for your answer, Commissioner.

Kevin C. Riley

I know Councilmember Manif spoke about the NYPD calls that happened during this time.

Kevin C. Riley

Are there any data on the FDNY and medical emergency calls that happened during this time as well?
