Riley questions why calls didn't automatically transfer from Bronx to Brooklyn

New York City Council · Sep 9, 2026 · starts 2:10:54 · 1 min 5 sec

Council Member Riley, representing the Bronx, asks why calls didn't automatically transfer from PSAC 2 to PSAC 1 when the router failed. Gelobter confirms the cutover does not happen automatically for this type of situation, which is something they need to address going forward.

Kevin C. Riley

Thank you, Chair.

Kevin C. Riley

Good afternoon, and thank you, Commissioner, for testifying to the administration for coming out.

Kevin C. Riley

I don't want to beat a dead drum.

Kevin C. Riley

I know my colleagues have asked you questions and expressed their concerns.

Kevin C. Riley

I share a lot of concerns representing the Bronx.

Kevin C. Riley

I know there were a lot of Bronx residents who were impacted by this outage.

Kevin C. Riley

So I just want to speak about the backup systems, if there are any.

Kevin C. Riley

When the communication router failed, why didn't calls automatically transfer from PSEC 2 in the Bronx to the Brooklyn PSEC 1?

Lisa Gelobter

Thank you for that question.

Lisa Gelobter

While we do have monitoring in place and we have redundancies in place, the cut over does not happen automatically for a situation like this.

Lisa Gelobter

And that is something that we need to figure out and understand what we can put into place going forward so that

Lisa Gelobter

a different outcome would happen next time.

Kevin C. Riley

What kind of backup system does the administration have in case this thing does happen again?
