Caban Q&A: Local Law 37 reports delayed and agency compliance

New York City Council · Sep 18, 2026 · starts 1:26:33 · 1 min 5 sec

Caban asks why Local Law 37 reports have not been received and requests a firm date. Mata describes proactively reaching out to city agencies, guiding them through reporting requirements, and building systems. She reports an increase from 3 to 18-20 agencies in communication, with December reporting expected to show a significant jump.

Tiffany L. Cabán

As far as Local Law 37, Commissioner, why have we still not received the reports required under Local Law 37?

Yesenia Mata

So that's an example.

Yesenia Mata

So at DVS, we are meeting with our providers to hear from them directly to let us know what has been working, what hasn't been working.

Tiffany L. Cabán

What specifically is holding them up, and can you give us a firm date for the first report?

Yesenia Mata

And as an agency, as we continue having many roundtables at DVS, I've heard from many veteran groups that perhaps that this is one of the first times when the agency itself has really engaged many of the groups.

Yesenia Mata

Let me talk about the relationship building.

Yesenia Mata

So that's an example.

Yesenia Mata

In the beginning of this hearing, I did mention, thank you, Councilman, for this question.

Yesenia Mata

So at DVS, we are meeting with our providers to hear from them directly to let us know what has been working, what hasn't been working.

Yesenia Mata

As I mentioned, a lot of it is also proactively as an agency reaching out to the city agencies and as well

guiding them into this process of what it means to this reportage and how it also requires for us to build out those systems for them to be able to do that.

Yesenia Mata

So that's an example.

Yesenia Mata

And I know at DBS that is currently what we're doing.

Yesenia Mata

And that's why there's an increase currently right now, the agencies that are going to be doing that.

Yesenia Mata

So that's an example.

Yesenia Mata

So at DVS, we are meeting with our providers to hear from them directly to let us know what has been working, what hasn't been working.

Yesenia Mata

And I'll pass this mic on to Nicole.

Nicole Orlando

Thank you for that question.

Nicole Orlando

We also look forward to working with council on Local Law 37 as well.

Yesenia Mata
