Q&A

Lee and Zhuang ask MOPD about referral numbers and DOF relationship

New York City Council · Sep 18, 2026 · starts 1:29:28 · 1 min 41 sec

Lee asks about MOPD referral numbers, and Agarwal explains MOPD doesn't do enrollment but refers to DOF, receiving about 500 constituent calls per month mostly housing-related. Zhuang asks about the DOF-MOPD relationship, and Agarwal describes outreach collaboration and referrals for both DRIE and SCRIE.

Linda Lee

And then how many referrals did MOPD have in this last year?

Nisha Agarwal

So as this is a DOF tax program, we don't actually do enrollment process.

Nisha Agarwal

However, in recent years, we have worked with DOF and other partners to make the online process more accessible to screen readers, for example.

Nisha Agarwal

And looking forward, we are happy to support our city agencies.

Nisha Agarwal

If there are any accessibility concerns with enrollment, please reach out to us, and we will partner with our city agencies to ensure that

Nisha Agarwal

the application is accessible to all people.

Nisha Agarwal

We want to have more people apply.

Susan Zhuang

So currently, between DOF and MOPD, what is the relationship as it pertains to this program?

Nisha Agarwal

Between DOF and MOPD.

Nisha Agarwal

Yeah, so as I mentioned before, we work with them on outreach, and we do

Nisha Agarwal

referring if people call and want to know more about DRI or even SCRI because there are many older adults who are also disabled.

Nisha Agarwal

So that's some of the stuff we're doing, but we're happy to do more as needed.
