Chair Hudson asks about major vs minor inspection failures and pilot re-inspections

New York City Council · Sep 22, 2026 · starts 0:53:16 · 3 min 33 sec

Hudson asks how many failing inspections are major versus minor and how many apartments the pilot has covered. French and Reed say specifics will follow, but the pilot allows expedited re-inspection for five or fewer minor defects and has reduced average inspections from 2.2 to 1.7.

Crystal Hudson

I wanted to just ask, go back to the units that don't pass inspection, the failing inspections.

Crystal Hudson

How many are major issues versus minor issues?

Scott French

I don't think we have that with us today.

Scott French

We can get back to you on what we have in our data as to just the breakdown in regards to.

Erin Dalton

And maybe what we can do is take that list that I read out the percentages of and know whether they're major or minor.

Crystal Hudson

Okay, that would be great.

Erin Dalton

Yeah.

Crystal Hudson

Thank you.

Crystal Hudson

And how many, you may have mentioned this, and forgive me if you did, but how many apartments have been inspected as part of that pilot program?

Erin Dalton

I don't know that we have that, but we do about 8,500 a year at HRA, so it's probably, you know, nine-twelfths of that.

Erin Dalton

That would be my, but we can perhaps get that.

Erin Dalton

Nine-twelfths of 8,500.

Erin Dalton

I'm writing that down.

Crystal Hudson

Has the pilot reduced the number of re-inspections?

Scott French

It has simplified the number of re-inspections, right?

Scott French

I think it has, and Andrea, please jump in as well, but I think to be eligible for the pilot, not everything's eligible for the pilot.

Scott French

I believe it's five or more minor conditions, but I'll let the executive deputy commissioner.

Scott French

Talk a little bit more about those specifics on the re-inspection pilot.

Andrea Reed

Yeah, thank you for that, Administrator.

Andrea Reed

So while it has simplified the process in terms of the provider will work with the landlord to remediate the issues and then send us photos and videos to show that it's corrected, many of the failures that we see are minor.

Andrea Reed

And so the way that the re-inspection pilot works is that if you have about five or less, that you can then do the expedited re-inspection.

Andrea Reed

So many of the items that Commissioner shared are minor inspections, like the water temperature, refrigerator temperature, and the clogged sinks.

Andrea Reed

Those are all minor repairs.

Andrea Reed

They're quick turnaround when the landlord is able to remediate quickly.

Crystal Hudson

Are your definitions of minor versus major aligned with DOB and HPD?

Andrea Reed

Our apartment review checklist is aligned with DOB and HPD.

Crystal Hudson

Okay, just confirming.

Andrea Reed

We partnered to prepare.

Crystal Hudson

And then with the pilot, you've shared a lot of the learnings.

Crystal Hudson

Are there any challenges that have emerged?

Scott French

I don't know that there's challenges that we would say.

Scott French

I mean, I do.

Scott French

I think what's good is that we have found it to actually be useful and helpful, which was our hope, which is why we're very much looking forward to expanding it right across the system in the first part of 2027.

Scott French

So I think, you know, with everything you learn along the way, but I think ultimately we see this as very positive and beneficial to everyone, especially speeding along, right, re-inspections that really just need to address a few minor issues.

Crystal Hudson

Okay, thank you.

Erin Dalton

And I don't want to misspeak, but I think we have seen at least a slight reduction, which may be more than slight, from about 2.2 inspections per to 1.7.

Erin Dalton

So I think unless that's, unless that I've got that wrong.

Erin Dalton

That's correct.

Erin Dalton

Yeah, so that, I mean, so we've also seen some improvement there as well.

Crystal Hudson

Okay, great.
