Q&A

Council Member Morano questions DSS on multiple landlord portals

New York City Council · Sep 22, 2026 · starts 0:36:01 · 1 min 55 sec

Morano notes ServiceNow and two landlord portals launched in 2016 and 2023 and asks how many systems a landlord must use. Reed says landlords use the offer system and landlord portal separately, and cannot yet see inspections, paperwork, payments, and complaints in one place.

Crystal Hudson

I'm going to go to Councilmember Murado, followed by Councilmember Brewer.

Frank Morano

Thank you all for your testimony.

Frank Morano

Commissioner, in your testimony, you mentioned ServiceNow, which launched in 2016, and two other landlord portals launched in 2023.

Frank Morano

So by my count, we're talking about three different technology systems that have been introduced over the last decade.

Frank Morano

How many different websites, accounts, or interfaces does a landlord actually have to use today to participate in CityFEPS from beginning to end?

Erin Dalton

Thank you.

Erin Dalton

I'm going to defer to my colleagues on that one.

Andrea Reed

Thank you for that question, Council Member.

Andrea Reed

So at the front end of the process, the landlord submit a unit that they're offering for rent in the offer system.

Andrea Reed

So that's one system.

Andrea Reed

As we move along and the application is approved, the landlord now have access when they sign up for the landlord portal.

Andrea Reed

Now they're able to see their payment history, all the government payments, the subsidy payments and the shelter allowance payments.

Andrea Reed

They're also able to submit their documents regarding signing up for EFT and the landlord portal itself.

Andrea Reed

In the future, as Administrator Scotch mentioned, there's lots of IT advancements on the horizon where the two systems will interface.

Andrea Reed

And so that.

Andrea Reed

Documents submitted on the front end will feed also the back end so that there's not multiple touch points.

Frank Morano

So at the moment, can a landlord go to one place and see the status of their apartment inspection, their paperwork, their rental payments, and any outstanding complaints?

Andrea Reed

Not at this time.

Andrea Reed

The communication process right now is once you're in the application phase of the journey, that you're talking with your provider and they have the most up-to-date information that they can share with you.
