Banks asks about work order reform and multi-trade scheduling; Greene says all neighborhoods use model

New York City Council · Sep 22, 2026 · starts 1:46:19 · 2 min

Banks asks how many developments operate under work order reform and how repair times compare. Greene says all properties use the neighborhood planner model, with 28 planners and 28 neighborhoods, and that missed trade appointments have dropped to 2.7%.

Chris Banks

You know, work order reform was launched in 2022 to allow residents to schedule.

Chris Banks

Excuse me, multi-trade repairs to neighborhood planners more efficiently.

Chris Banks

Under the old system, residents were prevented from scheduling the next step in the repair process until the previous step was completed.

Chris Banks

How many...

Chris Banks

Developments are operating under these reforms today and how were the day to complete repairs and those developments affected

Chris Banks

compared to other developments not operating under these reforms?

Daniel Greene

Thank you, Council Member.

Daniel Greene

So thank you, Chair, for that question.

Daniel Greene

All of our properties are operating.

Daniel Greene

under the neighborhood planner model.

Daniel Greene

So we have 28 neighborhood planners assigned to the 28 neighborhoods with the same protocols and same resources.

Daniel Greene

Repair times for our trades have improved and missed appointments have significantly dropped.

Daniel Greene

So again, we're about 17,000, 18,000 appointments per month for the trades.

Daniel Greene

And right now, missed appointments is down to our lowest level.

Daniel Greene

I caution to say ever at 2.7%.

Daniel Greene

So we're only missing less than 500 appointments per month out of the 17,000 scheduled appointments.

Daniel Greene

A lot of the work is also being completed early.

Daniel Greene

We do give long repair times because we only have a certain number of trades and a certain number of hours in a day.

Daniel Greene

Then we do have an overtime budget as well.

Daniel Greene

But we have to sequence things in accordance with how long a job takes.

Daniel Greene

Each job has a job plan and we have to schedule things in accordance.

Daniel Greene

So plaster, for example, could be a multi-day job.

Daniel Greene

We have 37,000 open plaster tickets.

Daniel Greene

We can't schedule them all next week because we just don't have enough plasters.

Daniel Greene

We have 245 plaster teams, I believe, around that.

Daniel Greene

So it's insane.
