Public Testimony

Ms. Eves says PACT tenants face retaliation, eviction, and loss of Section 9 rights

New York City Council · Sep 22, 2026 · starts 2:32:35 · 4 min 50 sec

Ms. Eves says the PACT/RAD process has divided tenants and exhausted her, and that complaining to agencies leads to retaliation. She says she has been labeled a chronic complainer, is being evicted, and believes PAC/RAD is designed to remove residents from Section 9 protections.

Member of the Public

I'm kind of loud, so that's why I don't want to.

Member of the Public

No, no, no.

Member of the Public

We want to hear you.

Member of the Public

So far.

Member of the Public

Truth be told, this pack ride has been very, very exhausting.

Member of the Public

There's a lot of division between the tenants.

Member of the Public

A lot of the tenants was for it because what they focused on was just

Member of the Public

the repairs and they received the funding, they put the cart before the horse, but we're still at the same place where we started.

Member of the Public

When tenants complain through Department of Buildings, HPD,

Member of the Public

the mayor's office, your office, the other politicians, what they do is they retaliate against you.

Member of the Public

And for me, I think because I've been so vocal,

Member of the Public

To the point.

Member of the Public

They label me as being disturbed, as being a chronic complainer,

Member of the Public

as to the point where I'm unable to speak at my own tenant association meetings, where all they do is just keep...

Member of the Public

Switching out managers and lying to the tenants and saying to the tenants that it's underneath new management and it's not.

Member of the Public

I, too, am in the process of being evicted for something that I stood firm on.

Member of the Public

And what I'm saying is...

Chris Banks

You have an additional minute.

Member of the Public

We keep coming to these meetings.

Member of the Public

I haven't been here in a while is because they keep me busy in court.

Member of the Public

To try to explain what's happening.

Member of the Public

To me, this pack rad is designed

Member of the Public

to get rid of us.

Member of the Public

When I say that is because the same way that they keep saying that Pac-Rad is ironclad, they used this as a way to say that it's for repairs.

Member of the Public

No, it was designed

Member of the Public

to remove people under Section 9 because Section 9 is ironclad on tenants'rights and our rights are being taken away.

Member of the Public

And it's so unfair.

Member of the Public

It's so unfair.

Member of the Public

I fell down the stairs 15 times.

Member of the Public

It's impeding myself.

Member of the Public

I need to go back to work too.

Member of the Public

Just like they're here.

Member of the Public

I don't even know if I won't be able to walk by next year.

Member of the Public

I have no health insurance because I cannot go back to work.

Member of the Public

There's a division to the point that they're after my aunt, my daughter.

Member of the Public

They want me gone because everything that I said that was going to happen, happened.

Member of the Public

Thank God that...

Member of the Public

One of your staff members was there where this new manager had stated that CNC did not do what they were contractually to do with the plumbing, with the electrical.

Member of the Public

They're blaming the tenants for things that they did not do.

Member of the Public

There is a high rate of eviction under this PAC rat.

Member of the Public

Read the controller audit again.

Member of the Public

Now it's underneath the new controller, Mark Levine.

Member of the Public

There's a high, high turnout on holdovers.

Chris Banks

Okay.

Chris Banks

Eve, thank you.

Chris Banks

Thank you for your testimony.

Chris Banks

And we're going to move on to Ms.

Chris Banks

Sophia Fenn.
