Chair Encarnación asks about hotline call volume and legal services

New York City Council · Sep 22, 2026 · starts 1:18:52 · 1 min 9 sec

Chair Encarnación asks how many people called the MOIA hotline this fiscal year and how many sought immigration legal services. Lorena Lucero says 8,199 people called from July 1 to September 15, and immigration legal services is the top issue.

Elsie Encarnación

In terms of shifting a little bit gears for the legal services and know your rights, I know the council member of ELEDS talked about legal services.

Elsie Encarnación

How many people have called the Moya hotline this fiscal year?

Lorena Lucero

I can assume from July 1st, which is when we begin through September 15th, we had 8,199 people call the hotline.

Elsie Encarnación

8,199.

Lorena Lucero

That's right.

Elsie Encarnación

How many people have called the hotline for connection to specifically immigration legal services?

Lorena Lucero

That's the top issue as to why people call.

Elsie Encarnación

Yeah.

Elsie Encarnación

And if people call the Moya Hotline,

Elsie Encarnación

hotline seeking services who were previously helped by the Asylum Application Help Center?

Lorena Lucero

So that information I wouldn't have because we don't collect people's, you know, personal identifying information.

Lorena Lucero

But I can say that the hotline has been shared.

Lorena Lucero

New New Yorkers, old New Yorkers, and that number has been shared with people so they can access legal services.

Lorena Lucero

But we just don't track that.

Elsie Encarnación

Yeah.
