Restler questions B2G scope and Big Five participation

New York City Council · Sep 23, 2026 · starts 0:26:30 · 1 min 17 sec

Restler asks whether B2G is a new platform and whether it will capture awards, spend, and subcontracting for every city agency. Garner confirms it will cover the Big Five agencies and provide one centralized platform for all MWBE activity.

Lincoln Restler

And just to make sure that I properly understand how it's worked at the state level.

Lincoln Restler

So we're just so I get it.

Lincoln Restler

We're expanding an existing state platform.

Lincoln Restler

So that city agency or it's a new.

Michael J. Garner

No, it's a new platform that that that we issued an RFP and secure the services of a of a firm to help us build out this project.

Lincoln Restler

Existing state resource.

Michael J. Garner

Well, no.

Michael J. Garner

So I was only using the state as an example of how the state.

Lincoln Restler

So this is a new thing that we're creating.

Michael J. Garner

Yes, it is.

Lincoln Restler

And so every city agency, so that data system or that platform will capture the awards and spend of every city agency's contracts?

Michael J. Garner

Yes.

Lincoln Restler

And indicate whether they're MWEs and you think will comprehensively capture subcontracting as well through that system?

Michael J. Garner

Yes.

Lincoln Restler

DOE, NYCHA, health and hospitals, ED.

Lincoln Restler

DC and the school construction authority are all going to fully participate?

Michael J. Garner

Yes.

Michael J. Garner

So what we agreed with the city controller, that we are going to create one centralized platform that will highlight all of our MWBE activity.
