Morano questions low Staten Island participation and lack of dashboard
Morano notes only 28 Staten Island businesses participated in the Five Borough Winner Special compared with 589 in Manhattan. He asks whether anyone in city government monitored participation and tried to increase low borough numbers.
Chair Thomas Henry was kind enough to mention Staten Island, and I appreciate your testimony that says nearly 1,000 businesses participated in the Five Borough Winners Special.
But the breakdown was 589 Manhattan, 182 Brooklyn, 152 Queens, 33 in the Bronx, and 28 in Staten Island.
28.
So my question is not, why did you discriminate against Staten Island?
I certainly don't think anybody did.
My question is a little more basic.
Did anybody notice?
So while this program was happening, was anybody in city government looking at a dashboard that said, we've got 589 businesses in Manhattan, 28 on Staten Island,
maybe we ought to make some calls or do something to up that 28 number to 30, 35, 40?
And who specifically owned that responsibility?
Is it you, Madam Zahr?
Is it tourism?
Is it SBS?
Is it somebody else?
Because I think there's a larger lesson here.
I think if there's something we can measure after a government ends, after a government observation ends,
It should be something we manage while the program is happening.
I think that's also a lesson for the next event as well.
