Gennaro asks DEP about fragmentation concerns in Intro 936
Gennaro reads DeFalco's testimony warning against fragmenting institutional structure and asks what in the bill triggered that concern. DeFalco says BCR is new, infrastructure is coming online, and the city needs flexibility and more conversation.
And I want to, when you talk about the...
You make reference in the testimony, I'll read the paragraph.
As the council considers the legislation, we think it is important to look closely at the institutional structure already built and make sure any changes strengthen the city's ability to deliver this work rather than inadvertently.
Certainly fragmenting it.
I just want to hear a little more about the basis of your fear about that.
There must be something in the bill that triggered you to say that.
Triggered somebody to say it.
There it is, you know.
I think that the larger point that we'd like to make about this, and
This bureau was just started a couple years ago.
And when it was started, we didn't have infrastructure coming online in the same way that we do right now.
Right.
So, you know, it's one thing theoretically to think about operating floodgates.
It's another thing to operate floodgates.
You know, they're massive.
How many shifts of people do you need?
We're learning a lot as these things come online.
I think you also see in the testimony that we said we'd like to have more conversations with you about this.
I think that we want to be open-minded to what we're learning, what we're seeing from some of these studies,
and what this should look like in the future, and whether or not we should be thinking of any other sort of angles or ways to go about doing this and how it's set up, and to give ourselves some flexibility, I think, in the future to be able to do that.
Yeah, we're not against flexibility.
We're for that, and we're totally against fragmenting.
We don't want to do that.
So, okay, fair enough.
