Morrisroe explains Agency Relations and 311 content updates

New York City Council · Sep 30, 2026 · starts 0:38:25 · 2 min 28 sec

Morrisroe says the Office of Community Safety has visited 311 and discussions are underway. He describes the Agency Relations team, which maintains contacts with every city agency and updates 311 content when policies or programs change.

Joe Morrisroe

Great.

Joe Morrisroe

Thank you for the question and especially for the timely this morning update.

Jennifer Gutiérrez

They scheduled it perfectly.

Joe Morrisroe

So I can speak to the first part of your question, which is essentially, have we been in touch?

Joe Morrisroe

I think if I can frame it that way.

Joe Morrisroe

And the answer is yes.

Joe Morrisroe

We've actually had the office 2311, as you know, as you know from the location.

Joe Morrisroe

So we've not only had them on site to see our operation, but have started discussions about the work that they're doing, how 311 can help and inform that work, and how we would be a vehicle.

Jennifer Gutiérrez

You've had the Office of Community Safety come see you.

Joe Morrisroe

Office of Community Safety, correct.

Jennifer Gutiérrez

Well, there's, I mean, I think there's still.

Jennifer Gutiérrez

To my understanding, I feel like they're kind of restructuring and I don't know, I don't I don't think what we we know today, September 30th, I'm not sure if it will look structured the same way.

Jennifer Gutiérrez

So that's and I know that oftentimes, even when the council passes new legislation, right, if that communication is not directed to 311, but not necessarily changing the way that these service requests are captured.

Jennifer Gutiérrez

So.

Jennifer Gutiérrez

They've visited.

Jennifer Gutiérrez

You've been in communication.

Jennifer Gutiérrez

Do you feel like, I don't know, was it a constructive conversation?

Jennifer Gutiérrez

Is there any reason for New Yorkers to feel like, I don't know if I can call 311 now for this because now they're a subset.

Jennifer Gutiérrez

They're not even a standalone office anymore.

Joe Morrisroe

Great.

Joe Morrisroe

I appreciate that distinction there.

Joe Morrisroe

So I will say yes.

Joe Morrisroe

My colleague came, my peer colleague came for the meeting.

Joe Morrisroe

We've had those discussions.

Joe Morrisroe

But more importantly and more structurally, the 311 process works well in this situation.

Joe Morrisroe

So we have a group called Agency Relations.

Joe Morrisroe

They deal with every city agency, a number of state and federal agencies, but every city agency, every office, every mayor's office, there's a contact.

Joe Morrisroe

And the purpose of that is to exchange information such as a new program, a new policy, and make sure it gets into the 311 system.

Joe Morrisroe

So if there's something that's not there, we have vehicles that identify that, and then we raise it up with the agency.

Joe Morrisroe

And if the agency has something new, or even if they're not sure what they do or may not have, they come to 311, and then that's when our collaborative work starts.

Joe Morrisroe

So if there is anything that an agency needs to provide available to the public, there's a vehicle to get that into 311, and in turn, we get that into the system.

Joe Morrisroe

I always like to tout that for the public, what's online and in the mobile app is written in a plain language standard, so it makes it fair and equitable for everyone.

Joe Morrisroe

And we have all in, we have over 7,000 discrete pieces of information in the system, all having gone through that process at one point or another.
