Carol Wilson testifies about being hit by bikes twice
Carol Wilson describes being hit by a bike twice while crossing with the walk signal, suffering a skull fracture and concussion, and calls for Priscilla's Law to identify riders.
Hi, my name's Carol Wilson.
I have been hit, knocked down, and injured by a bike in New York, not once, but twice.
Both times, the rider disregarded the basic rules of the road and went through a red light.
Both times, the rider was not in the clearly marked bike lane.
And both times I was crossing the street in the designated pedestrian walkway with the walk signal.
But this did not protect me.
The first time, a woman was on a city bike.
I was knocked down, passed out, woke up and dragged myself to the
She fled the scene.
I called the ambulance myself and was diagnosed with a skull fracture.
This could have been deadly as I was on a blood thinner.
After three and a half years, I am still going to rehab to retrain my eyes to work with my brain.
The second time I was hit, knocked down, and again hit my head on the pavement.
I had a concussion and an injured leg muscle.
I'm glad the city is finally focusing on the dangers of e-vehicles on our streets, on our sidewalks, and in our parks.
However, I must say that several of the bills you are now concerning
considering will accomplish nothing to change or punish the rider behavior.
Why?
Because there's no way to identify the people who run a red light, hit a person, or leave the scene.
The common sense remedy is Intro 802 Priscilla's Law, which requires a license plate so that that person can be identified and held responsible for their actions.
Thank you for the opportunity for me to tell my story.
Thank you.
