Patty Myers testifies about being struck by an e-bike and needing hip surgery
Patty Myers describes being struck by an e-bike in 2024, fracturing her hip and requiring two surgeries, and says the rider fled and could not be identified without a license plate.
Okay.
Thank you for giving me this opportunity today.
My name is Patty Myers.
I'm a New York City resident and have lived in Manhattan for 21 years.
I strongly...
support in show 0802, known as Priscilla's Law, because New York City needs clear accountability for e-bikes and other electric vehicles to better protect pedestrians.
September 9, 2024, I was entering a taxi when an e-bike struck me with significant force and knocked me to the ground.
The rider did not stop.
Although traffic camera footage captured the incident and the police did come to my home, there was no license plate, registration, or other means to identify the rider and hold them accountable.
Had I been struck by a car, the driver would have faced serious consequences and would have been found from their license plate.
Because this was an e-bike, the rider was able to leave without accountability or responsibility.
I was rushed to the emergency room.
I stayed there until 3 in the morning and then transferred to NYU Orthopedic Hospital for emergency hip surgery.
I had a fractured hip.
It took many, many months for me to recover.
I was on a walker.
I was on a, then I was on a cane.
And in May 2025, I underwent a second surgery because the first procedure did not do what it needed to do.
I see I'm running out of time.
Even now, when I walk through the streets, I am nervous.
It's not the same.
I moved here from the suburbs, especially to be able to walk around, have that freedom and excitement.
And now it's taken away from me.
I'm nervous.
I'm scared.
I'm always looking around.
So in conclusion, please take into consideration Priscilla's rule.
It will really make a difference.
We don't want to have more people harmed and get hurt.
Thank you.
Thank you for your time.
Thank you for your testimony.
