Commissioner Flynn testifies on Intro 214 (rules of the road)
Flynn supports the intent of Intro 214 requiring bike share operators to display rules of the road, but says app platforms are best suited for educating riders.
Next, Intro 214, sponsored by Councilmember Hanif.
This bill would require bike share operators to display rules of the road on their mobile applications and on physical stations.
The operators would be required to ensure that users review the rules at least once per year before activating or unlocking a device.
We believe that our bike and micromobility share partners play an important role in educating riders and support the intent of this bill.
Road rules are already posted on every city bike kiosk and inside the basket of every city bike.
Even so, DOT believes that app platforms are best suited for educating riders.
All of our partners include safety information and road rules within their apps currently, but we look forward to discussing with Council how those can be strengthened.
