Commissioner Flynn testifies on Intro 244 (banning Class 3 e-bikes)
Flynn supports prohibiting the sale and rental of Class 3 e-bikes, and says DOT will pursue state legislation for consistent e-bike regulations.
Next, Intro 244, sponsored by Councilmember Hudson.
This bill would prohibit the sale and rental of Class 3 bicycles with electric assist.
Class 3 e-bikes can create additional safety challenges compared to lighter and slower e-bikes.
In the rest of the state, all vehicles capable of traveling over 20 miles per hour are required to have a license and registration to operate.
We support prohibiting sale and rental of these devices to help reduce their prevalence on the street.
We'll be pursuing state legislation to create e-bike regulations consistent with national and international safety standards.
To accomplish this, we'll work with advocates in the New York State DMV to advance a regulatory framework that transitions New York
and delivery workers away from devices capable of traveling more than 20 miles per hour.
We'll also continue to work with delivery workers through outreach and education efforts to incentivize riders to transition to devices that ride below 20 miles per hour.
We support this bill and look forward to ongoing conversations to strengthen regulations in the e-bike marketplace.
