New York City Council · Sep 30, 2026 · starts 0:27:14 · 37 sec

Crystal Hudson introduces Intro 244, which would prohibit the sale and rental of Class 3 e-bikes, with fines up to $2,000 for sellers, but no penalties for buyers or renters.

Crystal Hudson

Thank you so much, Chairs, for holding this important hearing today and for the opportunity to speak on my bills.

Crystal Hudson

Good morning, everyone.

Crystal Hudson

Intro 244 would prohibit the sale and rental of Class 3 e-bikes.

Crystal Hudson

Any seller or lesser who violates the law, including companies like Wiz or Zumo, which many delivery workers use,

Crystal Hudson

would see a fine of up to $2,000.

Crystal Hudson

No penalties would be levied against any buyer or renter.

Crystal Hudson

This bill ensures all devices that can be sold or rented can only go up to 20 miles per hour and keeps many bikes that are popular with delivery workers, like the Fly 11, legal to sell and available for purchase.
