Julie Harvey testifies about being hit by a cyclist in Central Park
Julie Harvey describes being hit by a speeding cyclist in Central Park, suffering a head injury, and calls for laws to regulate and punish offenders, including Priscilla's Law.
Hi, I am Julie Harvey.
In May, a vehicle was speeding downhill and ran a stop sign.
That vehicle suddenly slammed into a pedestrian that was in the crosswalk.
The pedestrian was knocked to the ground.
Her head hit the pavement hard.
Blood spewed from the back of her head.
She was unable to move.
This speeding vehicle was a bicyclist in Central Park who will suffer no consequences for destroying somebody's life.
That pedestrian is me, and I am very lucky to be alive.
Cyclists need to accept responsibilities for the risks they are taking.
At this point, everyone else is paying for the cyclist's risks.
The entire city is being redesigned with bike lanes.
However, these lanes don't teach cyclists the rules of the road.
They've only made cyclists more arrogant and abusive.
Bike lanes do not protect pedestrians.
They actually bring the dangerous traffic, the uninsured traffic, to the pedestrians'feet.
Speeding bikes are like mosquitoes flying around unnoticed and recklessly close to others.
Cyclists just make up their own rules, causing great harm by dangerous driving.
suffer no consequences for their actions.
We need laws to regulate and punish offenders.
Laws will create safer drivers.
At this point, cyclists are allowed to get away with murder.
This is gross and willful neglect by our city officials.
Please pass the proposed laws Intro 802 and Intro 377.
E-bikes do not belong in Central Park.
We need registered license plates, education, testing, and especially insurance.
Bing dong.
Got it.
You got it in time.
