Chair Gutiérrez asks about 2K seats per provider and extended day

New York City Council · Oct 7, 2026 · starts 1:20:36 · 1 min 20 sec

Gutiérrez asks about 2K seats per provider and extended day options. Liss says it's a mix of existing and new providers, and extended day is available for many 2K seats.

Jennifer Gutiérrez

For just a question on networks, how are networks funded if there is no cost?

Erica Phillips

We provide the funding for the networks for both their administrative costs as well as the child care costs.

Erica Phillips

So that's baked into the funding.

Jennifer Gutiérrez

So that's what you mean when you're saying they should charge?

Jennifer Gutiérrez

Right.

Erica Phillips

They're not charging the providers.

Erica Phillips

They should not be charging the providers to participate.

Jennifer Gutiérrez

Okay.

Jennifer Gutiérrez

Okay.

Jennifer Gutiérrez

Okay.

Jennifer Gutiérrez

Got it.

Jennifer Gutiérrez

Can I, I think Council Member Brewer had raised this question with,

Jennifer Gutiérrez

How do I say this?

Jennifer Gutiérrez

The amount of 2K seats per provider having an established 3K or pre-K seat, right?

Jennifer Gutiérrez

I think you all said that those were the qualifications essentially that you looked at for 2K designations, that they were kind of an existing contract already with the city and that maybe some of them already had a 3K or a 0 to 2.

Emmy Liss

It was a mix.

Emmy Liss

We brought, so the 2K, the folks who are offering 2K this fall, that includes providers who already were working with the city to serve 3K or pre-K.

Emmy Liss

It also includes providers who contracted with the city for the first time.

Jennifer Gutiérrez

Okay.
