Chair Gutiérrez asks about multilingual children and languages

New York City Council · Oct 7, 2026 · starts 0:25:56 · 1 min

Gutiérrez asks how many emergent multilingual children are enrolled and what languages are available. Liss says data isn't finalized, but many home-based providers serve languages other than English, especially Spanish.

Jennifer Gutiérrez

How many emergent multilingual children are enrolled in 2K?

Emmy Liss

That's not data we have yet, again, as we don't yet have enrollment data finalized, but that will be among the many things we look at to understand who is participating in 2K.

Jennifer Gutiérrez

And I think you may have shared this at our hearing last week, but can you just remind us what are the languages available for instruction at the 2K sites?

Emmy Liss

So we do not have any formal dual language 2K programs.

Emmy Liss

That said, we know that particularly among our home-based providers, there are many educators serving in 2K programs who serve a language other than English.

Emmy Liss

particularly thinking about neighborhoods like Washington Heights.

Emmy Liss

We know there are many Spanish-speaking 2K providers and in other communities reflecting the languages that families in those communities speak.

Emmy Liss

And so that's something during the process when families were exploring programs, they were able to connect with providers and understand what their options might be.

Jennifer Gutiérrez

Thank you.
