Epstein asks TLC about street enforcement operations

New York City Council · Oct 7, 2026 · starts 0:29:29 · 1 min 20 sec

Epstein turns to TLC and asks about its street operations enforcement. Goldapper says TLC targets unlicensed for-hire operations across all five boroughs and airports, focusing on hotspots, but says regular enforcement against bad actors is difficult citywide.

Harvey D. Epstein

Just to turn our attention to TLC.

Harvey D. Epstein

So can you talk about your street operations enforcement under TLC licensing?

Harvey D. Epstein

And so we understand what you're actually doing on the street.

Harvey D. Epstein

Because we hear from DCWP that basically they have no street-facing operation.

Harvey D. Epstein

They rely on NYPD, but you do have a street-facing operation, right?

Ira Goldapper

Thank you, Chair.

Ira Goldapper

We do.

Ira Goldapper

We target unlicensed for hire operations.

Ira Goldapper

with respect to taxis and for hire vehicles across all five boroughs that include as well as airports.

Ira Goldapper

There are major hotspots in, like I said, each of the boroughs, shopping centers, the major transportation hubs.

Ira Goldapper

It's a large city to cover, and we do our best to hit that.

Ira Goldapper

But one of the big pieces is that for effective unlicensed for higher activity enforcement, you have to hit

Ira Goldapper

the same bad actors with such regularity that it becomes cost prohibitive for them to continue to operate.

Ira Goldapper

And that's something that is, it's difficult to cover all five boroughs.
