Maloney asks TLC how long transition would take
Maloney notes NYPD, DOT, and Parks are not at the table and says a solution is needed now. She asks how long it would take TLC to build capacity if given pedicab oversight, and Goldapper says it is difficult to estimate and would require OMB analysis.
Thank you.
I think just echoing some of the comments from earlier, it seems that two of the major, three of the major enforcement agencies are not at the table.
So NYPD, DOT, Parks, with DCWP only covering a small piece of the pie of the complaints that we're hearing on the ground.
There's the tourist issues with scams and overcharging, but the vast majority are safety issues, speeding,
noise complaints, and then standing in no standing zones and cluttering the streets, which is what is the motivation behind the bill.
is in this package to create buffer zones of about 50 feet or so from these major tourist destinations.
One of the things we're spending a lot of time talking about is TLC versus DCWP, better coordination with NYPD.
One of the concerns I have is we need a solution now.
How long would it take if we were to
shift this responsibility over to TLC to build up that capacity to enforce.
Thank you, Council Member.
It's actually very difficult to estimate.
There are a number of, I guess, new bills related to the industry floating around, whether it's manual pedal versus e-bike.
So we would need to sort of have a better understanding of the full responsibilities required in order to do that.
But we could work with OMB for a timeline and estimation of the resources needed.
Because we would still have to ensure that the for-hire vehicle industry needs are met as well.
We have over 180,000 licensed drivers across the city of New York.
