Schulman asks about noise complaints and penalties
Council Member Lynn Schulman asks whether noise complaints about pedicabs can be filed with DCWP. Ortiz says 311 noise complaints go to NYPD or DEP, and Schulman says the city needs a protocol; DCWP does not have noise complaint data and will request it.
Now over to Councilmember Schultz.
Hi, good morning.
I am from Queens, but I do have constituents that use the pedicabs and come to Manhattan and all of that.
So a question for you.
Can a complainant file a noise-related complaint about a pedicab business or driver to DCWP?
Yeah, it's not you, Lynn.
I believe if somebody filed the 311 complaint about noise, it would go to the police department or go to DEP.
You know, maybe there's, I mean, the legislation's not on the table here, but maybe it's a question of with, I have a bill in to 311 complaints to go to where the actual issue is.
the agency, so just FYI there.
But I think in the issue of consumer complaining about noise happening in the street, I think from our perspective, we want to try to address it in real time as quickly as possible.
Understood.
Or bring the enforcement agent that can bring the summons against that activity.
And that's why it goes to PD or to DEP.
Although I know that sometimes...
And Stan, it's just, they're all over the place, so we don't have exactly, yeah.
So we need to have some kind of protocol.
All right, in relation to that question, if so, in the past year, how many noise-related complaints have been filed against pedicure drivers?
Do you have an idea of that or you don't?
We don't have that.
You don't.
All right.
Can you get that?
Yes, Councilman.
All right.
How many of those complaints resulted in penalties imposed on the pedicab driver or the pedicab business?
Does that eventually?
For noise complaints, we would have to pull that information from the other agencies.
