Schulman asks for details on overcharging complaints

New York City Council · Oct 7, 2026 · starts 1:00:49 · 49 sec

Schulman asks about the content of overcharging complaints. Ortiz says they are case-by-case but mostly involve overcharging rather than posted-price violations, and DCWP has received 335 overcharging complaints since 2022.

Lynn C. Schulman

So I'm going to go on to different questions.

Carlos Ortiz

Apologies, Councilmember.

Lynn C. Schulman

That's all right.

Lynn C. Schulman

You know.

Lynn C. Schulman

How many, we know that overcharging is the most frequent pedicab complaint to 311 and DCWP.

Lynn C. Schulman

That's you, right, Carlos?

Lynn C. Schulman

Okay, great.

Lynn C. Schulman

Can you share more details about the content of these complaints?

Lynn C. Schulman

For example, are they related to exorbitant prices or alleging that pedicab drivers are charging consumers more than the posted price?

Carlos Ortiz

I think it's case by case.

Carlos Ortiz

It could be a mix.

Carlos Ortiz

I would say when I've looked through the complaints and the coding, the vast majority seem to be more about overcharging and less about the advertising per se.

Carlos Ortiz

So I would say, yeah, since 2022, 335 complaints related to overcharging.
