Q&A

Hanif asks whether MOPD intervenes directly with landlords

New York City Council · Oct 16, 2026 · starts 1:10:49 · 2 min 29 sec

Hanif asks whether MOPD ever intervenes directly with landlords, employers, or businesses. Morig says MOPD engages landlords on physical accessibility and refers discrimination issues to CCHR, and is forming an interagency working group on elevator delays.

Shahana K. Hanif

I want to come back to some questions for MOPD.

Shahana K. Hanif

Does MOPD...

Shahana K. Hanif

ever intervene directly with landlords?

Shahana K. Hanif

I know that you mentioned that you're mostly referring folks out to CCHR's team, but is there any,

Shahana K. Hanif

does your constituent liaison ever more directly do interventions, speaking to landlords directly or employers, businesses?

Belkis Morig

Yeah, thank you for that question.

Belkis Morig

If a landlord reaches out to us about, for example, physical accessibility, we will engage with them and advise them.

Belkis Morig

We generally tell them to hire an accessibility specialist, but we'll provide guidance and that sort of thing.

Belkis Morig

But generally speaking, if there's a discrimination issue, we do refer that to CCHR.

Belkis Morig

There are some, you know, sometimes it's an elevator issue.

Belkis Morig

And for example, if it's in an HPD building, we'll, you know, get in touch with HPD and let them know.

Belkis Morig

Or DOB, depending on where, if a complaint has already been filed, like DOB is usually the first agency to be involved if an elevator is down.

Belkis Morig

But we'll also follow up and flag with HPD if it's in an HPD building.

Belkis Morig

And so those are some of the circumstances where we might be involved with landlords that aren't related to CCHR.

Belkis Morig

But that's generally the universe of that.

Shahana K. Hanif

Got it.

Shahana K. Hanif

So case by case.

Shahana K. Hanif

And are there, would you say that these kind of direct interventions lead to

Shahana K. Hanif

resolutions like the elevator getting fixed or a landlord successfully

Shahana K. Hanif

understanding what they're supposed to ensure renters with disabilities know or whatever hypothetical situation.

Belkis Morig

We don't have information on those that we've referred to CCHR, but we do know, for example, in the elevator context, this is a recurring issue.

Belkis Morig

There are significant delays in getting elevators repaired.

Belkis Morig

And so we are actually in the process of working to form an interagency working group to address some of these recurring systemic issues.

Belkis Morig

So that's something that we're exploring right now and elevators is.

Belkis Morig

Number one agenda item.
