Nurse asks about 2026 reorganization and December 2025 disability guidance
Nurse asks what prompted the December 2025 disability guidance update and how CCHR operationalized it. Kamuf Ward says CCHR updated guidance on AI decision-making, made it shorter and broken down by jurisdiction, and expanded service animal guidance.
Okay.
And so now I want to talk a little bit about the reorganization in 2026 and the December 2025 disability guidance.
CCHR updated its guidance on disability protections in the HRL in December 2025.
Can you tell us what prompted this update and how CCHR has operationalized this guidance in handling disability cases?
Sure.
And I think we've talked in some other spaces about other legal enforcement guidance.
It's generally part of our workflow that we are updating materials because cases change and what we're hearing from members of the public changes as well.
So we...
Have increasingly, like everyone and your colleagues, been thinking about AI and wanting New Yorkers to know that even if a housing provider, employer, or public accommodation is using a form of technology
in the decision-making chain that is still covered by the city human rights law, does not change liability, which is something that we added to the legal enforcement guidance.
We also updated the guidance to make it
shorter.
Lawyers, again,
not their forte to make things shorter, but really to make it more accessible and break it down by area of jurisdiction.
Previously, it was kind of everything was consolidated, which I think made it hard for people to understand if I'm in housing, what are my rights?
I'm a housing provider.
What do I need to do?
And this is part of a move to also create more model policies for smaller businesses and housing providers, which don't have lawyers and HR to be doing that work.
And I think the other piece, which was in the guidance already, but which we built out a little bit, is around service animals and emotional support animals, because it's just a huge area of questions repeatedly coming to the agency.
