Dinowitz questions ATS limitation on multiple seals

New York City Council · Oct 20, 2026 · starts 0:45:08 · 1 min 26 sec

Dinowitz says ATS only allows one seal and asks whether numbers are undercounted for students earning multiple seals. Ryle says there are no combination codes, but cumulative records should list all endorsements.

Eric Dinowitz

So I'm glad you said ATS because it was reported to us that ATS only allows you to list one seal.

Eric Dinowitz

I guess biliteracy is worth more to a school score than civic readiness.

Eric Dinowitz

So if there is a student who earns two seals, they're only going to put biliteracy.

Eric Dinowitz

So two questions.

Eric Dinowitz

One is, are these numbers accurate or are they undercounted because there may be students who aren't able to be put into ATS?

Eric Dinowitz

And second, you're switching to...

Eric Dinowitz

OASIS.

Eric Dinowitz

Once that transition is complete, will that allow for multiple seals to be included in the data that's reported out by the schools?

Jenna Ryle

So to answer the first part of your question, we ask schools to report all students that earn the seal to us.

Jenna Ryle

Currently, there are no combination codes for a student's transcript.

Jenna Ryle

However, schools are meant to produce a letter that goes in a student's cumulative record folder that includes all of the distinctions and endorsements that were placed on their diploma.

Jenna Ryle

So, for example, if a student got the CDOS, the Seal of Biliteracy, and the Seal of Civic Readiness, even though the order of precedence, which is the document that tells the school how to discharge a student, might

Jenna Ryle

tell them to give the student the CDOS in their transcript on that document in their cumulative record folder, it should include all three of those endorsements.

Jenna Ryle

But in terms of the coding, it's not there.
