Q&A

Abreu asks about Staten Island Ferry resources and challenges

New York City Council · Oct 20, 2026 · starts 1:10:26 · 1 min 8 sec

Regan says resources are currently sufficient; challenges include staffing licensed mariners and NYPD coverage; service runs on a mandated schedule.

Shaun Abreu

Unlike New York City Ferry, the Staten Island Ferry,

Shaun Abreu

is operated directly by DOT, which you could call the city's longest running fast and free public transit service.

Shaun Abreu

Does the Staten Island Ferry currently have enough resources to meet the demands on the system?

John Regan

Currently, yes.

Shaun Abreu

What are the primary challenges facing the Staten Island Ferry?

John Regan

Staffing is always an issue.

John Regan

You know, licensed mariners filling civil service titles.

John Regan

And also NYPD coverage is an issue on the Staten Island Ferry.

Shaun Abreu

How often does DOT evaluate Staten Island Ferry Service to identify needed operational or policy changes?

John Regan

Well, Staten Island Ferry Service runs on a mandated schedule under the city's administrative code.

John Regan

So we just follow Coast Guard regulations and we follow the mandated schedule and do it as safe an operation as we can.

Shaun Abreu

And the frequency...

Shaun Abreu

Actually, just disregard that.

Shaun Abreu

I'll move on to the next question.
