Q&A

Maloney asks about seaplane revenue and DOT registration

New York City Council · Oct 20, 2026 · starts 2:05:46 · 1 min 29 sec

Fredrickson says the seaplane base generates about $300,000 annually; DOT says oversight is entirely EDC, FAA, and Coast Guard; registration is with NY State DOT.

Virginia Maloney

And do you have a sense, or can you share how much revenue the seaplane operations generate annually for the city?

Anton Fredrickson

Yeah, so it's $300,000 approximately to the dock and rice.

Virginia Maloney

$300,000.

Virginia Maloney

And what are the main...

Virginia Maloney

and use cases of these seaplanes.

Anton Fredrickson

It's typically by the seat charters to go out to other waterfront destinations further afield.

Anton Fredrickson

So yeah, that's the main activity that we see.

Virginia Maloney

I want to also ask DOT what role you have in overseeing seaplane operations along the East River and which aspects instead fall to the FAA, the Coast Guard, EDC?

John Regan

Yeah, it's entirely EDC, FAA, Coast Guard.

Virginia Maloney

Entirely EDC.

Virginia Maloney

I believe that the DOT requires seaplane bases to register every three years.

Virginia Maloney

Is that part of the scope?

Anton Fredrickson

They're registered with the New York State Department of Transportation.

Anton Fredrickson

With the New York State.

Virginia Maloney

And do you know whether 6 and 7 is registered for the 2026 to 2029 period and which person is listed as the owner or manager?

Anton Fredrickson

Yes, it would be somebody from DOC NYC.

Anton Fredrickson

I'd have to double check the name on who the name is on that particular record.

Anton Fredrickson

So it's both the state DOT registration, but also with the FAA airport master record as well.
